So what is the difference between an average Town Planner and a brilliant Town Planner?

First of all, a Town Planner is somebody that can assist you in getting the Council Approval that you need. An average town planner will likely just play by the rules.

They will just tell you what any draftsman could probably tell you, and that is ‘if you follow this building footprint, if you don’t encroach on any of the rules, you’ll probably get approval.’
