Understanding the Boarding House SEPP

Commonly called the Boarding House SEPP, officially it is a division of the State Environmental Planning Policy (Housing) 2021. This SEPP allows for the development of boarding houses, even where this type of development might not be permitted under a Council’s local environmental plan.

What is the Boarding House SEPP?

My name is Max Fragar, Council Approval Group.

Commonly known as the Boarding House SEPP, the official title is the New South Wales State Environmental Planning Policy (Housing) 2021. The State government brought it in and it is a very valid type of housing.

They brought it in because Councils were not encouraging this type of housing – individual self-contained accommodation suites with their own lovely little kitchen, bathroom and laundry cupboard with a nice deck. They are a great way to live for single people or two people together.
We’re finding the typical residents of this type of accommodation are young doctors, nurses, police, teachers, etc. They love it because it is close to their employment, close to cafes, and close to transport.
They’re generally self-contained studio apartments and they fill a very valid place in the housing mix. This is something that the State government has also said.

State government shouldn’t have called them boarding houses. They should have called them studio apartments, but we have to work with that. We are finding them to be a very good development option and we call them new age boarding houses.
