Blacktown Town Planners Who Know Blacktown Council's Rules Inside Out
Town Planners can manage all communication with your local council on your behalf, ensuring a comprehensive and coordinated journey for your project.
In areas like Blacktown, Seven Hills, Mount Druitt, Doonside and Quakers Hill, your zoning and key limits (height, floor space, lot size) come from the Blacktown Local Environmental Plan 2015. The detailed design rules — setbacks, parking, landscaping, privacy — sit in the Blacktown Development Control Plan 2015.
12 of the North West Growth Area’s 16 precincts fall within Blacktown City, including Marsden Park, Schofields, Riverstone, Colebee and Tallawong. Here, zoning comes from the Precincts – Central River City SEPP, and council assesses DAs against its Growth Centre Precincts DCP. Many sites also have an Indicative Layout Plan and minimum density rules.
Since 1 July 2024, dual occupancies can be approved on most R2 land. Since 28 February 2025, land within 800 m walk of Blacktown, Mount Druitt, Doonside and Seven Hills stations can support terraces, townhouses, low-rise apartments and, in R3 zones, mid-rise apartments.
These State rules can override council’s local controls, but exclusions apply — flood-prone land, heritage items and other constraints. Whether your lot qualifies comes down to its zone, its exact walking distance and its constraints. That’s what a planner checks.
Often a CDC if your lot meets the State size and frontage standards; otherwise a DA.
Now possible on most R2 land. Lot size, frontage and design decide if it stacks up.
Splitting a block, or giving each home in a dual occ its own title.
Especially within walking distance of Blacktown, Seven Hills, Doonside and Mount Druitt stations.
Second storeys, additions and rebuilds.
Bought with unapproved works, or received a council notice? We help you regularise it.
For businesses in Blacktown’s industrial and commercial areas.
One of the most common commercial DAs in Western Sydney.

Not a draftsman. Your planner sets the strategy and coordinates everyone else.
30 years in business and an approval every 2.5 days.
Not always. If your lot meets the State standards for size, frontage and setbacks, a granny flat can often be approved as a Complying Development Certificate (CDC), which is usually faster. If it doesn’t, you’ll need a DA to Blacktown City Council. We can tell you which applies in a free consult.
The key? Our Preliminary Planning Assessment, inclusive of your personal Project Strategy Session.
On most R2 Low Density Residential land, yes. Since July 2024, NSW rules allow dual occupancies with development consent in most R2 zones. Whether your block works depends on its size, frontage and constraints like flooding or easements.
Since 28 February 2025, NSW’s Low and Mid-Rise Housing Policy has allowed more housing within 800 m walking distance of these stations and town centres. That includes terraces, townhouses and low-rise apartments in R2 zones, and mid-rise apartments in R3 zones. Exclusions apply, such as flood-prone land and heritage items.
In established suburbs, it’s mainly the Blacktown LEP 2015 and DCP 2015. In growth-area suburbs like Marsden Park, Schofields and Riverstone, zoning comes from the Precincts – Central River City SEPP and council’s Growth Centre Precincts DCP. State housing policies can apply on top of both.
It depends on your zone, the minimum lot size for your land and the lot shape. Subdividing a new dual occupancy so each home has its own title is common. A PPA will confirm what your block allows before you spend money on plans.
It varies with the project type, how complete the application is and whether neighbours object. A well-prepared application with no surprises is the single biggest factor you can control. That’s what our planners focus on.
For most residential projects, we recommend a Preliminary Planning Assessment first. It looks for the best outcome your site supports and gives you a strategy before plans are drawn, whereas council’s advice is non-binding and usually needs plans to comment on.
Don’t ignore it. We help Blacktown owners respond to council, assess what can be approved retrospectively and lodge the right application to regularise the works.
*We have a 98% success rate in achieving development approval where our client follows our proven process and is willing to seek approval on appeal if needed. The key is our Preliminary Planning Assessment.
If you are ready to remove the hassle and stress out of the Council Approval process, then it’s time to claim your Free 30-Minute Consultation.
In your free phone discussion you’ll have the opportunity to share why you need approval, what development type you’ll need it for, and if we’re a good fit to work together.
Then based on our chat, and our proven formula, we’ll often recommend a Preliminary Planning Assessment (PPA) as the first step to unlock any hidden value that may be hiding within your property to help maximise the potential of it for you. Before jumping into a hearty development application, we love showing our clients how just this simple step can add tens of thousands of dollars in value to their project.
